[REPORT] Re-charging Europe

The Green Economy Institute, in collaboration with Cambridge Econometrics, presents the report "Re-charging Europe." This document analyzes the challenges and opportunities for Europe in achieving climate transformation and boosting industrial competitiveness, particularly in the clean technology sectors. The report offers recommendations for establishing a European Competitiveness Fund to support innovation and reduce dependency on imported technologies.

Proposal for a €237 Billion European Competitiveness Fund
The report recommends creating a fund financed by joint EU debt, similar to the NextGenerationEU mechanism, to enhance Europe’s competitiveness in clean technologies. This fund would span 2027–2033, aligning with strategic budgetary cycles.

Balance Between Investment and Operational Support
The proposed fund emphasizes a balanced approach, providing both capital expenditure (CAPEX) for building new manufacturing capacities and operational expenditure (OPEX) subsidies to ensure the sustainability and competitiveness of clean-tech industries.

Alignment with Climate Goals and Industrial Policy
The fund supports the EU’s climate neutrality objectives by prioritizing green technologies such as batteries, heat pumps, and renewable energy components, while also strengthening industrial competitiveness.

Redistribution Criteria for Member States
The allocation of funds considers economic disparities and challenges among Member States, using metrics like GDP per capita, unemployment rates, manufacturing employment, and the share of zero-carbon energy.

Long-term Debt Repayment Strategy
The report suggests a manageable 30-year repayment period for the proposed fund, starting in 2034. This design aims to ensure financial sustainability while fostering significant economic and employment growth during the disbursement phase.
